As the name says, DVI-files contain no information depending on the resolution of the output device and thus may be converted further without loss in display quality.
Features not implemented in TEX itself can still be embedded in
the form of \special-commands, which are then processed by
some device driver. Hypertext links are carried from LATEX to PDF
with this mechanism.
