TEX's input file is plain (7bit) ASCII text, with references to some external style descriptions that define the actual layout. The metrics of the fonts (with information on kerning, ligatures, ...) are included from external files (TFM-files), that only contain information on the metrics of the fonts, not their actual data, therefore being resolution independent.
